Yes. A Hafiz-e-Quran (memorizer of the Holy Quran) receives a 2.5% bonus added to their aggregate in the PMC merit formula. This is verified by the medical college at the time of admission.
Pakistan has approximately 20,000–22,000 MBBS seats total across all public and private medical colleges. Public sector seats (~11,000) are merit-based. Private college seats require qualification + ability to pay tuition fees (Rs. 15–30 lakh/year).
Students who don't make public medical college merit can consider: 1) Private medical colleges (PMDC-recognized), 2) Retaking MDCAT next year, 3) Allied health sciences programs (Pharmacy, Physiotherapy, Medical Lab Technology), or 4) Biomedical sciences programs at universities.
